Strategy of development of water transport of Krasnodar area

Estimation of long-term component

There are 8 seaports on the territory of Krasnodar area. The largest ports on the Black Sea coast of Russia are Novorossisk and Tuapse. They cover the shipment of more than 100 millions of tons of foreign trade cargo, operating for about 30% of Russian oil export. More than 40% of foreign trade and transit cargo, passing through the ports of the Russian Federation, are processed by the stevedore companies of the ports of Krasnodar area.

The developing ports Caucasus, Temryuk and Yeysk process ship with cargo capacity up to 5 thousand tons. The ports of Sochi, Anapa, Gelendzhik are located in recreation zone and, mainly, they operate the carriage of passengers.

Cargo turn-over of the seaports of Krasnodar area double increased in the last 5 years and in 2005 it was 147 mln. tons.
Freight cargo operates one of the largest in Russia navigable company - Novorossisk sea port, which is specialized in the shipment of fluid cargo.

Kuban river port operates the services on the cargo shipment along the inland waterways and in mixed regime, i.e. "river- sea". The company has special shifting technology for the output, loading and unloading of the nonmetalliferous constructional materials, by the fleet of the mixed, "river- sea", floating.

Main tasks

Main tasks are as following:

- an increase of the capacity of the seaports for purposes of the satisfaction of the need of the state for the realization of the foreign trade and transit freight shipment;
- an increase in the quantity of fleet under the Russian flag and the fraction of Russian cargo, transportable by the native navy;
- reconstruction of public conveyance by carrying trade;
- reconstruction of shipping along Kuban and Protoka rivers;
- opening up of new freight flow and an increase in the volumes of cargo traffic by river transport.

The Department of transport and communications of Krasnodar area, with the specialists of the Department of Transport of Russia, information-analytical agency “Sea News”, branch-wise of scientific research institutions, Russian and International companies, engaged in freight forwarding and cargo shipment, carried out investigations of existing and potential world and Russian freight market getting through sea ports of Krasnodar area to the following main directions:

- containers;
- bulk cargo (coal, commercial fertilizer, grain etc.);
- oil cargo and liquefied petroleum gas.

Preliminary prognosis of structure and power of transfer complexes of the future sea-port

The existing statistics of cargo traffics and the forecasts of specialists make it possible to determine expanded types of cargo for processing in the new port. The most perspective segments are container shipping, the shipping of grain, of mineral fertilizers and coal, oil cargoes, gas, and also forests, metals and liquefied gas. Table 1 presents the forecast estimations of cargo traffics during the 2015-2025 years, capacity of existing port capability and increase of cargo basis.

On the basis of the perspective cargo turn-over, the projected shifting complexes must ensure the trans-shipment of the following freight traffic on the basis of the results of the preliminary analysis of the basic perspective cargo traffics:

In the short term (2010 year):
- Coal – 10 mln.tons/year;
- Grain (import) - 5 mln.tons/year;
- Containers – with the possibility of territorial development up to 2,5 mln. TEU/year.

In long-term perspective (2015 etc.):
- general cargo (forest) – 3 mln.tons/year;
- general cargo (metal) – 2 mln.tons/year;
- mineral fertilizers in bulk of covered storage – 10 mln.tons/year;
- ferry-boat complex - 10 mln.tons/year;
- oil cargo – 5 mln.tons/year;
- gas hydrofoil – 2 mln.tons/year.
